Growing up with a deep connection to Baltimore City through her maternal family, Lorra developed an early appreciation for how urban planning and community resources fundamentally shape neighborhood wellbeing. Her natural curiosity about social systems and observed disparities in community conditions sparked her lifelong commitment to equitable neighborhood development.

As Neighborhood Development Officer for the West North Avenue Development Authority (WNADA), Lorra leads community empowerment and social connectivity initiatives while serving as the bridge between neighborhood associations and state/city agencies. She brings expertise in sustainable urban development, cultural preservation, and green space activations to drive WNADA's mission of equitable neighborhood revitalization. Her psychology background from the University of Maryland Baltimore County, with an emphasis on human services, provides insight into how environmental stressors impact community health and behavior, knowledge she applies to create more effective urban solutions.


In her former role at Coppin Heights Community Development Corporation, Lorra developed collaborative partnerships and implemented transformative initiatives along the West North Avenue corridor. Her strategic focus on placemaking, arts integration, and environmental beautification aligned with the agency's comprehensive economic vision. Through urban planning, community engagement, and project coordination, she cultivated strong relationships with community leaders and residents to support neighborhood revitalization by addressing blight in West Baltimore.

Currently completing her graduate studies in City and Regional Planning at Morgan State University, Lorra specializes in data-driven solutions for sustainable and inclusive development. She approaches community development with analytical rigor and genuine concern for resident wellbeing. Her research has focused on the complex relationships between urban neighborhood characteristics and quality of life outcomes, aiming to develop strategic interventions that address systemic inequities.


Lorra's combination of expertise in planning, community development, research, and data analysis, along with her deep familial connection to the Sandtown-Winchester neighborhood, sustains her passion for historical and cultural preservation. Her understanding of biopsychosocial factors affecting community wellness, coupled with her proven ability to mobilize stakeholders around shared goals, positions her to advance WNADA's mission of creating a national model for equitable economic development.
