The West North Avenue Development Authority seeks proposals from experienced graphic design and website management firms with a strong commitment to diversity and equity to manage and design our current website: http://www.wnada.org and create visually engaging materials that support our organization’s brand and identity. We invite qualified graphic designers to submit proposals for our graphic design needs.

Based on your materials, what would be the quantity and page count?List Item 1
The quantities and page count for marketing design will differ according to the specific project and/or audience. WNADA will provide as much detail as possible to the project request.

Will printing be the responsibility of the vendor selected? If the vendor is responsible for the printing cost, how will it be billed and paid?
WNADA will handle the printing detail for projects.

Will the vendor be able to work with our preferred vendors?
WNADA has no preference for subcontractors. The select ed vendor will be responsible for all work delivered timely and of quality.

Over the two years of the contract, how many workshops and campaigns have been envisioned?
At this time, we are estimating a minimum of 4 marketing campaigns. Events and workshops are subject to the need of the organization. We do not have a confirmed number of workshops.

Does the printed literature include newsletters, press kits and/or brand collaterals?
WNADA is open to considering various consulting options. Please explain in detail in your proposal.

Event Graphics

How many events are you currently hosting? How many are you forecasting for the two-year contract?List Item 1
WNADA currently averages about 12 - 16 events per year. This is average in our 18 months and may increase. Events are managed internally or with the support of consultants.

If selected, will printing be the responsibility of the vendor? If the vendor is responsible for the printing cost, how will it be billed and paid.
Printing and selecting needed vendors beyond graphic design will be handled by WNADA.

WNADA welcomes recommendations for vendors, however we will follow State requirements for soliciting vendors.

Graphic design products may be used both in print and digitally.

Based on past materials, what is the content page length and quantity of these publications?
WNADA is in the early production of our standard publications. Page quantity and content will vary.

What is the number of reports, research documents and publications that will need to be designed?
WNADA does not have a formal count of annual design needs. Our current items include; annual report, mid-year overview, quarterly e-newsletter and annual research document.
Website Features And Requirements

What kind of portals and online systems are they currently using that will require integrations?List Item 1
We are seeking a design that will be ADA accessible and offer visitors productive website experience. Additionally, and if possible, we'd like to include an opportunity for WNADA staff to make minor updates to various pages on the website. Security: Implement best security practices, including HTTPS, data encryption and secure login for user are as.

How many? What type of secure login/portal/member areas are expected to be developed?
Secure login for the first two years will be limited to WNADA staff.

Meaning, what are the anticipated outcomes for members when they login to these areas?
Member login will be very limited. We offer the opportunity for people to submit online applications. Additionally, we en courage event pre-registration online.

Who will be responsible for the content (images, videos etc.) and copy of the website? Will that be personnel from WNADA or the vendor selected for this project?
WNADA will provide content for the website in most cases, however, the selected vendor will be expected to at the minimum provide graphics for marketing materials in cluding flyers, promotional materials, and ad hoc requests.

Website Scope: Could you provide an estimate of the anticipated number of pages for the website?
WNADA does not currently have a page count and seeks to greatly expand its current layout. Please base your pricing and proposal on the factors listed in the proposal as well as the current layout at wnada.org.

Financials: Budget and Fee Schedule Please clarify how this should be presented as it indicated “flat rate, fee for service format.”
We are seeking projected estimates for service. Vendors should project based on their proposal the number of hours required for this project by category over two years.

Budget Cap: Is there a defined budget range or cap for this project?
WNADA does not have a budget range or cap for this project, however, bids should be priced within the industry standard and be competitive in struc ture.

Payment Structure: Will payments be made based on bi-weekly milestones, or is there a preferred cadence you’d like us to follow?
Invoices shall be for services rendered only and submitted on a monthly basis. Vendors can expect invoices to be paid within 30 days, after the initial setup within the State’s financial system.

Is there an estimate for hours per week/month that the current website needs to be maintained?
To meet the flexible demands of WNADA, expect to spend 30-40 hours per month on maintenance. The selected design company should also factor in website additions (pages) and layouts and include as part of future maintenance. Requests may be marked as expedited or urgent as needed outside of the regular maintenance schedule.

What CMS is the current website built on?
The website was built on the current vendor’s platform. The selected vendor will receive a .zip file containing the website’s HTML, JavaScript, CSS, images, and media files. These files are formatted for web server installation and will function as provided when uploaded. However, additional development will be required to ensure compatibility with the new platform. Three separate HTML/CSS folders will be included, each optimized for desktop, tablet, and mobile devices.

Are there analytics that we will have access to for the current website that can be used to develop keywords and to determine the site architecture of the new website?
The selected company will be working from new content as provided by WNADA in conjunction with current pages to determine the architecture of the new website. This will also include the development and implementation of new keywords as needed. Economic
Development Authority, Grants, Funding, Baltimore, State Of Maryland, Coppin State, and Baltimore City have been useful in driving traffic to the website. Refer to the current website architecture at www.wnada.org.

Will there be a requirement to migrate historical content or media assets? If so, can you estimate the volume?
The selected vendor will receive the contents of the website in a .zip file and can upload these files (including media assets) to their preferred CMS platform. The volume of the current website contains 25 + pages, a news blog, and email newsletter access.

Can you provide the current website’s traffic analysis and resource demands so that we can accurately recommend pricing for website hosting?
Google is the main driver of website traffic. A 30-day snapshot reflects a 61.5% to 38.5% ratio from desktop to mobile device. Browser: Chrome 61%, Safari, 24%, and other 15%. Windows is the primary operating system (OS) - 40%, Mac OS X - 14%, iOS - 30%. External and internal marketing, newsletter marketing (digital), and commercial marketing also contribute to website traffic. Please use these sources if necessary, when developing pricing for website hosting.

Can you explain “It shall fit as close to a single displayed page on a typical size monitor as possible.”?
Need additional details. We anticipate design work matching the standard requirements for viewing online and via mobile devices.

Could you please clarify the intent behind the requirement that "the website shall not require plug-ins as a default"?
We aim to minimize plugin use and avoid bloated or insecure add-ons, but in development, select well-maintained plugins (e.g., for SEO, accessibility tools, or form builders) can significantly enhance functionality, performance, and long-term maintainability.

Would the use of trusted plugins be acceptable if clearly documented and aligned with best practices?
Yes. Software extensions known as website plugins improve a website's functionality and user experience by adding particular functionalities without changing the website's basic code.
